Chief of naval operations, английский

Created in 1915, the cno is the senior flag officer and professional head of the united states navy. he or she takes precedence over all other officers in the naval service except when an admiral is chairman or vice-chairman of the joint chiefs of staff. with administrative rather than command responsibility, the cno is a member of the joint chiefs of staff, and is responsible to the secretary of the navy for management of the navy and its operational efficiency. the rn equivalent is chief of naval staff—(also see first sea lord). a vice–cno is appointed from officers on the active-duty list eligible for command at sea and serving in grades above captain. the vcno holds the temporary rank of admiral for the duration of the appointment.
