Derived from a character played by tony pierce in the film _dances with wolves_, the term refers to repulsive and unethical (even potentially criminal) people, often also in the category of rednecks or bums and street scum. example i was going to park under the overpass, but there were a lot of spiveys over there. uh-oh. here comes spivey. that guy seemed like a bit of a spivey to me.
