- It is customary for royal navy ships to ask the senior officer present for “permission to proceed” when about to set sail. this custom is carried out even when the officer addressed has no authority to refuse. it is recorded that one officer discourteous enough to leave without asking permission was ordered to return to the anchorage, the senior ship going to “action stations” and threatening to open fire unless the junior obeyed. it was commanded by an officer of the same rank with only a few days seniority over the other commanding officer, but that was sufficient to entitle him to act as he did.
