This is a high-precision standard which conforms to international atomic time (tai) and replaced greenwich mean time (gmt) on 1972–01–01 00:00 (see table 12). it forms the basis for legal civil time all around the globe and has been adopted by virtually all military forces. seconds in utc are uniform in length, but the system is based on the earth’s angular rotation, which is not quite steady and requires the insertion of leap seconds at irregular intervals. a date and time written as above without qualification (or with “j” appended) is usually assumed to be local. however appending a capital “z,” which stands for the prime or “zero” meridian at greenwich, england, and is phonetically pronounced “zulu,” indicates utc. see also date & time notation and time zones.
