    Seventeenth century dutch shipmaster bernard fokke was a skilled and audacious mariner, who encased his masts in iron in order to carry a greater spread of canvas than any of his contemporaries. in consequence, his voyages from holland to java were so uncannily rapid that seamen believed he must have been in league with and helped along by the devil. after his indiaman libera nos (deliver us) disappeared without a trace on the return voyage from batavia, it was suspected he had offended his supernatural helper and been condemned to sail on forever. this forerunner of the flying dutchman is said to travel with a crew of spectral skeletons that bring misfortune to all who see them. 177 libera

    Technically, the removal of restrictions on the movement of capital. it has come to refer to a policy of promoting liberal economics by limiting the role of government in the operation of the market economy. liberalisation can include privatisation and deregulation/re-regulation. typically it refers to the establishment of an industry structure to allow competition, for example, as is possible with electricity generation. the process includes the shifting of publicly-owned companies into the private sector, such that provision of services is subject to greater competition or, in the case of natural monopolies to greater oversight with regard to economic efficiency.
