Ratlines, or ratlings

    Small lines which traverse the shrouds of a ship (at distances of 15 or 16 inches) horizontally from the deck upwards, and are made firm by jamming clove-hitches; they form a series of steps, like the rounds of a ladder.

[1] small tarred lines laid like the rungs of a ladder across the shrouds as part of the standing rigging of a sailing ship to serve as steps for sailors ascending the mast. sometimes, especially on the lower shrouds, they are made of wood and called “ratbars.” ram 256 the seizings and clove hitches of each ratline are traditionally tied from the top down, with the sailors standing on temporary wooden battens that keep the shrouds at the right distance apart and prevent their weight causing the shrouds to sag. (pronounced “ratlins.”) [2] in u.s. military terminology, an organized effort for moving personnel and/or material by clandestine means across a denied area or border.
