    The captain of the fleet is, under the direction of the commander in chief, or senior flag officer of the fleet, to attend to the various details and arrangements for the management of such fleet and for the maintenance of it in the most efficient state possible, giving, as may be necessary, with the sanction of the commander in chief or senior flag officer, such orders for the above subjects as circumstances may require; and all orders so given by him are to obeyed by every person in the fleet as well as by officers superior to him as by those inferior. in about 1920, the post of chief of staff was introduced to assume responsibility for operational matters. since then the captain of the fleet has been limited essentially to personnel matters. the united states navy used the title unofficially before, during, and after the civil war, and so did the navy of the confederate states during that conflict. early in world war ii, the navy department proposed introducing the five-stripe rank of fleet captain, positioned between captain and rear admiral but, when the rank of commodore was reintroduced in 1943, the proposal was modified to give fivestripe rank to the commanders of vessels such as carriers and battleships that had multiple four-stripe captains on board. that proposal was withdrawn a year later, having never been implemented.
