    In response to the need for and difficulties of international naval co-operation a group of senior united states admirals is currently advocating an ambitious concept that envisions a global coalition of navies, “standing watch over the seas, standing watch over each other” and cooperating in law enforcement with coast guards, port operators, commercial shippers, governments, and non-governmental agencies. recognizing that, despite their good intentions, there is grave danger this will be viewed as an attempt to make the international maritime community dance to an american tune, they emphasize this is not the case. in an opinion piece published by the honolulu advertiser on 29 october 2007, chief of naval operations, admiral mike mullen, said: membership in this “navy” is purely voluntary and would have no legal or encumbering ties. it would be a free-form, self-organizing network of maritime partners—good neighbors interested in using the power of the sea to unite, rather than to divide. the barriers for entry are low. respect for sovereignty is high. the proposal was originally and evocatively entitled “the thousand ship navy.”
