This concept, sponsored by john stenbit (u.s. assistant secretary of defense for networks and information integration), is outlined in a 300-page document published in 2003 by dod’s command & control research program: ... technological advances ... will, in the coming decade ... remove the last remaining technical barriers to information sharing and collaboration ... we see the soldiers, sailors, marines, airmen, and civilians of dod all connected by a network they can trust.... empowered by access to quality information ... there is no limit to what (these) men and women can accomplish.... (in) a network-centric organization ... the leader for a particular task at a particular time and place emerges. exactly who “takes charge” will differ as a function of the characteristics of the individuals and the situation. when the most well suited or situated individual or organization is in charge ... it can be said to be a meritocracy.... empowered individuals ... have a greater “bandwidth” for action than their unempowered counterparts in traditional hierarchies.... see also mission control and network-centric.
