A locomotive (with or without a tender) as far as it may apply, shall include a motor car, i.e. any railway vehicle equipped with electric motors for the working of a train.

An incident caused by an equipment malfunction (failure, breakdown, defect, reduced performance of any nature) that causes the locomotive to be unable to commence, complete or perform in accordance with its intended rostered working or which causes a delay in excess of 30 minutes.
