- Charter party term defining the time at which a port is sufficiently clear of ice for a vessel to enter. first-rate : this adjective, which today refers to something of the best or highest available quality, was originally used by the royal navy to identify the largest and most powerful of its sailing warships (see warship rating). second-rate and third-rate, used as adjectives for things of inferior quality, come from the same source.
