- Under international law, a belligerent power may seize goods essential or useful in the prosecution of war from a neutral who is attempting to deliver them to the opposing power. such goods and (often) the vessel carrying them are subject to lawful confiscation (seizure). all classes of goods that are contraband of war have not been precisely defined. offensive materiel such as arms and ammunition are clearly included, but the status of food and other goods indirectly supporting military action is often in doubt. at the beginning of world war ii the belligerents agreed lists of absolute and conditional contraband, but later the total absorption of national economies in warfare eventually led to interdiction, to the extent possible, of all shipping destined for the enemy.

- The ship is involved in the legal fate of the cargo; the master should therefore be careful not to take any goods on board without all custom-house duties being paid up, and see that they be not prohibited by parliament or public proclamation. contraband is simply defined, “merchandise forbidden by the law of nations to be supplied to an enemy;” but it affords fat dodges to the admiralty court sharks.
