When a blockading power has reason to believe that a neutral vessel heading for a neutral port and carrying contraband of war intends to trans-ship that cargo for onward carriage to the enemy, it can invoke the doctrine that the two voyages are in fact one and seize both the vessel and its cargo.

- Cargo that is prohibited.
