A document issued in a neutral country by the consular or diplomatic representative of a belligerent nation, certifying that a vessel of that neutral country is carrying no contraband of war and may therefore travel to another neutral country without being liable to search or seizure.

- Cargo that is prohibited.
- The ship is involved in the legal fate of the cargo; the master should therefore be careful not to take any goods on board without all custom-house duties being paid up, and see that they be not prohibited by parliament or public proclamation. contraband is simply defined, “merchandise forbidden by the law of nations to be supplied to an enemy;” but it affords fat dodges to the admiralty court sharks.

The less-violent half of a circular storm, in which the rotary motion and forward translation of the storm tend to counteract each other, and winds are in such a direction as to blow vessels away from the storm track. the navigable side is to the right of clockwise-moving winds in the southern hemisphere and to the left of counter-clockwise winds in the northern. also navigable quadrant and safe quadrant. the opposite side is understandably known as the dangerous semicircle.
