Joint chiefs of staff

A group consisting of a chairman and vice chairman, along with the chiefs of staff of the army and air force, the chief of naval operations, and the commandant of the marine corps. its primary responsibility is to oversee the coordination, policy, planning, training, and personnel readiness of the united states military services. in addition, the chairman acts as the chief military advisor to the president and the secretary of defense. the concept arose in 1942, when president roosevelt and prime minister churchill agreed to establish a supreme military body for strategic direction of the anglo-american war effort. however, the united states had no equivalent to the british chiefs of staff committee, and had to establish an ad hoc group of service heads. this group worked throughout the war without legislative sanction or even formal presidential definition, and it was not until 1947 that the national security act formally established the joint chiefs of staff.
