Chapter ii, английский
The second, optional, phase under the patent cooperation treaty that is initiated with the timely filing of a demand for international preliminary examination. chapter ii culminates in the issuance of an international preliminary report on patentability (chapter ii) which provides a preliminary, non-binding opinion on whether the claimed invention appears to be novel, to involve an inventive step and to be industrially applicable.

A certificate for each piece of correspondence mailed used to determine whether the correspondence was deposited within the filing period, on or prior to the expiration of the set period of time for response, stating the date of deposit with the u.s. postal service, transmitted by facsimile or transmitted via the uspto electronic filing system patent center and including a signature. if the date stated is within the period for reply, the reply in most instances will be considered to be timely. this is true even if the paper does not actually reach the office until after the end of the period for reply. the certificate of mailing procedure may not be used for certain filings described in 37 cfr 1.8(a)(2) or when sending mail to the uspto from a foreign country.
