By the late eighteenth century, most european nations found it easier to pay exorbitant ballista 34 “tribute” (protection money) than try to stamp out the corsair trade. only the french and british mediterranean fleets were powerful enough to win their merchants a degree of immunity without payment. with its declaration of independence, not only did the fledgling american republic lose the protection of the royal navy, but britain actively encouraged the corsairs to attack vessels wearing the rebel stars and stripes. soon, the united states was paying one-fifth of its annual revenue as “tribute” to the barbary states, but the corsairs had no compunction about breaking treaties and capturing ships whenever they felt like it. in 1803, congress resolved “more effectually to protect the commerce of the united states against the barbary powers” and this led to several barbary wars.
