- The membranes which surround the brain and spinal cord (note: the singular is meninx.) comment: the meninges are divided into three layers: the tough outer layer (dura mater) which protects the brain and spinal cord; the middle layer (arachnoid mater) and the delicate inner layer (pia mater) which contains the blood vessels. the cerebrospinal fluid flows in the space (subarachnoid space) between the arachnoid mater and pia mater.
