[4] in combat it is traditional to fly two or more ensigns. this goes back to the age of sail, when masts were targets and a hit on one could drop a single flag and seem to imply surrender; the additional one(s) ensured the colors would keep on flying. the usual rule that no flag should be above the national flag does not apply on board ship. since the position of honor is the quarterdeck, an ensign there is always superior to a flag anywhere else on the ship, even if higher up.
