The peace of westphalia in 1648 established the doctrine of noninterference in the affairs of other nations. since then there have been many attempts to clarify the concept of “territorial sovereignty,” but a clear, universally agreed-upon definition has not emerged. according to the traditional westphalian view, the power of a state to exercise supreme authority over all persons and things within its territory and territorial waters is unlimited, but today the picture is more complex with each state’s freedom of action being limited by international law and diplomatic agreements such as united nations
