United states congressional legislation concerning military criminal law that allows the president, as commander-in- chief, to prescribe rules and procedures to implement its provisions. he does this via the manual for courts- martial, which has the status of an executive order, and contains detailed instructions for consistent implementation throughout the armed forces. see also articles of war, captain’s mast, non-judicial punishment, and non-punitive disciplinary action.

The uniforms of both englishspeaking navies have unusual incidents in their histories. in 1919, rn flag officers’ sleeve stripes were narrowed without consulting the king as is traditionally required. feeling insulted, he simply ignored the new rule and, to this day, members of the royal family wear the old style broad stripes. then, in 1941, someone belatedly realized that the napoleonic eagle on the cap badges of usn officers (and the insignia of enlisted) faced to the left (sinister) in disregard of traditional heraldry. in may of that year it was changed to face right, towards the sword arm, which is the correct chivalric direction.
