A commission or license to employ a private armed vessel against enemy merchant shipping. king henry iii of england issued the first such authorizations in 1243. originally called letter of marque and reprisal it predated privateer commissions of war and differed from them in that it allowed private individuals to seek redress for wrongs suffered at the hands of others on the high seas. if, for instance, a french ship was attacked and robbed by a spanish one, the letter of marque and reprisal would reflect the theory of collective responsibility by authorizing its owner to seize goods of equal value from any spanish ship that might be encountered.
