    ‘benefits’ can mean the money that the government pays to a person who is not working. in this context it means ‘unemployment benefit’ or ‘welfare’. it also has the meaning of other types of payment made by the government to people who are working as well as to people who are not working. these payments that are made to everyone are called ‘universal benefits’ and include things such as child benefit, where a payment is made to a family on the basis of the family receiving a certain amount each month for each child. the word also has the usual general meaning in employment law of a benefit being something that is to someone’s advantage.
