The right, under the united nations convention on law of the sea, of traversing territorial waters without entering internal waters or calling at a roadstead or port facility. the passage must be continuous and expeditious, but may include stopping and anchoring in specified circumstances, and it is “innocent” so long as it is lawful and not prejudicial to the peace, good order, or security of the territorial state. the ships of all states, whether coastal or landlocked, enjoy innocent passage; with the exception of submerged submarines which are specifically denied this right (see also right of transit).
